مدير عمليات الأونروا يتواصل مع مؤسسات المجتمع المدني من خلال عقد لقاءات منتظمة مع المجتمع المحلي

لبى السيد بو شاك مدير عمليات الأونروا في غزة في 14 فبراير دعوة من جمعية المتحدين الثقافية الإجتماعية في منطقة رفح جنوب غزة وذلك للقاء ممثلين عن منظمات المجتمع المدني وأساتذة جامعات ونشطاء مجتمعيين وممثلين عن القطاع الخاص ومستفيدين ومجالس الآباء.

يأتي اللقاء ضمن زيارات المدير المنتظمة للتواصل والتي تهدف إلى الحفاظ وتقوية مشاركة الأونروا الإجتماعية في قطاع غزة.

وحضر اللقاء الدكتور يوسف موسى رئيس منطقة رفح والسيد اسماعيل منصور نائب رئيس المنطقة وممثلين عن مجتمع رفح والدكتور عمر شعبان مؤسس ومدير بال ثينك للدراسات الإستراتيجية. وتم التطرق خلال اللقاء إلى مسائل تتعلق بمحافظة رفح، بالإضافة إلى سبل إمكانية تطوير خدمات الأونروا بما في ذلك التعليم والصحة. كما تم مناقشة خطة لزيادة إشراك منظمات المجتمع المدني وأعضاء المجتمع المحلي في تخطيط الأونروا.

وقال السيد بوشاك خلال اللقاء:"أنا لا أضيع أي فرصة داخل وخارج غزة لمناصرتها والحديث عنها و عن أهلها". وأضاف قائلا:" أتحدث عن قضايا الطاقة والقيود المفروضة على الحركة والحصار المستمر وضرورة خلق بيئة جديدة للاجئين الفلسطينيين، ولأهل غزة جميعاً".

وفي ختام اللقاء الذي استمر لمدة ساعتين، استمع السيد بوشاك إلى أسئلة وتعليقات حول دور الأونروا الحالي وتوقعات المجتمع. كما شكر المشاركين على الجو الودي الذي ساد اللقاء مما يعطي مؤشرا على أن علاقة الأونروا مع المجتمع تقوم على الإحترام والثقة.

وقد أثنى الحضور على نهج الأونروا في غزة في التواصل مع المجتمعات وعقد لقاءات التواصل المنتظمة، وقد أشاد المجتمع المحلي بإنجازات الأونروا خاصة في منطقة رفح. ويعقد السيد بوشاك لقاءات تواصل في كل محافظات غزة الخمس بشكل ربع سنوي.

معلومات عامة:

تواجه الأونروا طلبا متزايدا على خدماتها بسبب زيادة عدد لاجئي فلسطين المسجلين ودرجة هشاشة الأوضاع التي يعيشونها وفقرهم المتفاقم. ويتم تمويل الأونروا بشكل كامل تقريبا من خلال التبرعات الطوعية فيما لم يقم الدعم المالي بمواكبة مستوى النمو في الاحتياجات. ونتيجة لذلك فإن الموازنة البرامجية للأونروا، والتي تعمل على دعم تقديم الخدمات الرئيسة، تعاني من عجز كبير يتوقع أن يصل في عام 2016 إلى 81 مليون دولار. أما برامج الأونروا الطارئة والمشروعات الرئيسة، والتي تعاني أيضا من عجز كبير، فيتم تمويلها عبر بوابات تمويل منفصلة.

تأسست الأونروا كوكالة تابعة للأمم المتحدة بقرار من الجمعية العامة في عام 1949، وتم تفويضها بتقديم المساعدة والحماية لحوالي خمسة ملايين لاجئ من فلسطين مسجلين لديها. وتقتضي مهمتها بتقديم المساعدة للاجئي فلسطين في الأردن وسورية ولبنان وسورية والضفة الغربية وقطاع غزة ليتمكنوا من تحقيق كامل إمكاناتهم في مجال التنمية البشرية وذلك إلى أن يتم التوصل لحل عادل ودائم لمحنتهم. وتشتمل خدمات الأونروا على التعليم والرعاية الصحية والإغاثة والخدمات الاجتماعية والبنية التحتية وتحسين المخيمات والإقراض الصغير.

Director of UNRWA Operations reaches out to civil society organizations through regular community engagement meetings

On 14 February, Mr. Bo Schack, Director of UNRWA Operations, Gaza, accepted an invitation from the United Cultural & Social Society in Rafah area, southern Gaza to meet with representatives from civil society organizations, university professors, community activists, private sector, beneficiaries and parents' councils.

The meeting is in line with the Director's regular outreach meetings, which aim to maintain and strengthen UNRWA's community engagement across the Gaza Strip.

The meeting was attended by Dr. Yousef Mousa, Chief Area Officer (CAO) - Rafah, Mr. Ismail Mansour, deputy CAO, representatives from the Rafah community and Dr. Omer Shabán, Founder and Director of Palthink for Strategic Studies.

Issues related to Rafah governorate were addressed during the meeting, in addition to ways of potentially developing UNRWA services including education and health. The plan to further involve civil society organizations and community members in UNRWA's planning was also discussed.

"I don't spare any opportunity inside and outside of Gaza to advocate for and talk about Gaza and its people," said Mr. Schack during the outreach meeting."I talk about the energy issues, restrictions of movement, the ongoing blockade, and the need to create a new environment for Palestine refugees, and all people in Gaza.

At the conclusion of the two hour meeting, Mr. Schack listened to questions and comments in relation to UNRWA's current role and community expectations. He thanked participants for the friendly environment which prevailed during the meeting, giving an indication that UNRWA's relationship with the community is based on respect and trust.

UNRWA Gaza's approach of communication with communities and the regular outreach meetings were highly commended by those in attendance, and UNRWA achievements particularly in Rafah area were said to be appreciated by the local community.

Mr. Schack conducts outreach meetings in each of Gaza's five governorates on a quarterly basis.

Background Information

UNRWA is confronted with an increased demand for services resulting from a growth in the number of registered Palestine refugees, the extent of their vulnerability and their deepening poverty. UNRWA is funded almost entirely by voluntary contributions and financial support has been outpaced by the growth in needs. As a result, the UNRWA Programme Budget, which supports the delivery of core essential services, operates with a large shortfall, projected for 2016 to stand at US$ 81 million. UNRWA emergency programmes and key projects, also operating with large shortfalls, are funded through separate funding portals.

UNRWA is a United Nations agency established by the General Assembly in 1949 and mandated to provide assistance and protection to some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip achieve their full human development potential, pending a just and lasting solution to their plight. UNRWA services encompass education, health care, relief and social services, camp infrastructure and improvement, and microfinance.
