الأونروا تطلق مشروع تجريبي لدمج الصحة النفسية والدعم النفسي الإجتماعي
ضمن برنامج خدمات الرعاية الصحية الأولية

إن الحصار المفروض على قطاع غزة والذي يدخل عامه التاسع هذه الأيام وجولات العنف المسلح والصراعات المتكررة لا يؤثران فقط على النواحي البدنية والإقتصادية والإجتماعية للسكان في غزة، ولكن يعرضهم أيضاً إلى مستويات عالية من الضغط النفسي والإجتماعي.
وقالت الدكتورة غادة الجدبة رئيس برنامج الصحة في الأونروا في إيجازها للوضع "إن حوالي ثلث اللاجئين الفلسطينيين البالغ عددهم 1.2 مليون نسمة من الذين يحصلون على خدمات الرعاية الصحية من خلال 21 مركز صحي تابع للأونروا في مختلف أنحاء قطاع غزة قد ظهر لديهم أعراض إضطرابات نفسية وإجتماعية".
وكجزء من جهودها المستمرة لتخفيف الجوانب القاسية من الحياة في غزة ولتحسين خدماتها، أطلقت الأونروا في 31 يناير مشروعاً تجريبياً في مركز الصفطاوي الصحي الواقع في شمال مدينة غزة من أجل دمج الرعاية الصحية النفسية والدعم النفسي الإجتماعي ضمن خدمات الرعاية الصحية.
وقال السيد بو شاك مدير عمليات الأونروا في قطاع غزة خلال كلمته الإفتتاحية في فعالية إطلاق المشروع في مركز الصفطاوي الصحي والذي حضره ممثلين عن المجتمع وممثلين عن منظمة الصحة العالمية إلى جانب حضور كبار موظفي الأونروا وموظفين من مراكز الأونروا الصحية، حيث قال "إن دمج خدمات الصحة النفسية ضمن الرعاية الصحية الأولية تعتبر نقطة تحول لدى الأونروا، وهي تعني أن الأونروا تسعى إلى تقديم خدمات أكثر شمولية للاجئين الفلسطينيين، وخصوصاً للأطفال وعائلاتهم الذين يزورون مراكزنا الصحية".
إن المشروع التجريبي يرتكز على برنامج عمل رأب الفجوة في الصحة النفسية لدى منظمة الصحة العالمية والتي تهدف إلى تقديم الرعاية المناسبة والفورية للأشخاص الذين مروا في تجارب نفسية صحية، ونفسية إجتماعية، وإضطربات عصبية، حيث يقر المشروع التجريبي أن رفاهية الناس مرتبطة بصحتهم البدنية والنفسية، وعليه فإن نهج رعاية شامل ومتوافق مع نموذج فريق صحة العائلة لدى الأونروا يعتبر مطلباً.
وقبيل إطلاق المشروع التجريبي، بدأ برنامح الصحة في الأونروا وبالتعاون مع برنامج الصحة النفسية المجتمعية في الأونروا في ديسمبر 2015 بمشروع تدريبي لموظفي مركز الصفطاوي الصحي من أجل إمدادهم بمهارات محددة تمكنهم من معالجة أعراض الضغط النفسي الإجتماعي للمرضى أثناء عملهم في تقديم الرعاية الصحية للاجئين الفلسطينيين.
إن الدروس المستفادة من المشروع التجريبي ستؤدي إلى مزيد من الإنجاز كما تخطط الأونروا لتنفيذ مشروع دمج خدمات الصحة النفسية والدعم النفسي الإجتماعي ضمن الرعاية الصحية الأولية في جميع مراكزها الصحية الـ21 المنتشرة في قطاع غزة.
معلومات عامة :
يتم تمويل الاونروا بشكل كامل تقريبا من خلال التبرعات الطوعية، ولم تواكب التبرعات المالية للاونروا مستوى الطلب المتزايد على الخدمات والذي تسبب به العدد المتزايد للاجئين المسجلين والفقر المتفاقم و حالات الصراع في مناطق عمالياتها. ونتيجة لذلك، فإن الموازنة العامة للوكالة، والتي تعمل على دعم الأنشطة الرئيسة لها إضافة إلى معظم تكاليف العاملين، تعاني من عجز كبير. كما أن برامج الاونروا الطارئة والمشروعات الرئيسة تعاني أيضا من عجز كبير حيث يتم تمويل هذه البرامج عبر بوابات تمويل منفصلة.
تأسست الاونروا كوكالة تابعة للأمم المتحدة بقرار من الجمعية العامة في عام 1949، وتم تفويضها بتقديم المساعدة والحماية لحوالي خمسة ملايين من لاجئي فلسطين المسجلين لديها. وتقتضي مهمتها بتقديم المساعدة للاجئي فلسطين في الأردن وسورية ولبنان والضفة الغربية وقطاع غزة ليتمكنوا من تحقيق كامل إمكاناتهم في مجال التنمية البشرية وذلك إلى أن يتم التوصل لحل عادل لمحنتهم. وتشتمل خدمات الاونروا على التعليم والرعاية الصحية والإغاثة والخدمات الاجتماعية والبنية التحتية وتحسين المخيمات والإقراض الصغير.
UNRWA launches pilot project to integrate mental health care and psycho-social support within its primary health care services

The blockade on Gaza, now in its ninth year, and recurrent cycles of armed violence and conflict do not only affect the people of Gaza in physical and socio-economic terms, but also expose the population to high levels of psycho-social stress.
"Approximately one third of the over 1.2 million Palestine refugees who are receiving primary health care services through the 21 UNRWA Health Centres across Gaza show symptoms of mental and social disorders," UNRWA Chief of Health Programme Dr. Ghada Al Jadba said in summarizing the situation .
As part of its continuous efforts to mitigate these dire aspects of life in Gaza and to improve its services, on 31 January the Agency launched a pilot project in Saftawi Health Centre, in North Gaza, to fully integratemental health care and psycho-social support within its primary health care services.
"The integration of mental health services within its primary health care is a turning point for the Agency, meaning that UNRWA is seeking to provide more comprehensive services to Palestine refugees, especially children and their families, who are approaching our Health Centres," commented Mr. Bo Schack, the Director of UNRWA Operations in Gaza, during his opening speech at the launch event at Saftawi Health Centre, which was attended by community representatives and representatives from the World Health Organization(WHO) together with various senior UNRWA staff members and the Health Centre personnel.
The pilot project is based on the WHO Mental Health Gap Action Programme which aims at providing persons who experience mental health, psycho-social or neurological disorders with appropriate and accessible immediate care. The pilot project recognizes that people's well-being is related to their physical and mental health and thus a holistic care approach, consistent with the UNWRA Family Health Team model, is required.
Prior to the launch of the pilot project, the UNRWA Health Programme, in cooperation with the UNRWA Community Mental Health Programme, in December 2015 initiated training for all Saftawi Health Centre personnel to provide them with specific skills to identify and address psycho-social stress symptoms of patients during their regular work in providing health care for Palestine refugees.
Learnings from the pilot will inform the further rollout as UNRWA plans to implement the integration of mental health services and psycho-social support within its primary health care in all 21 Health Centres across Gaza.
Background information
UNRWA is funded almost entirely by voluntary contributions, and financial support has not kept pace with an increased demand for services caused by growing numbers of registered refugees, deepening poverty and conflict. As a result, the UNRWA General Fund, which supports core essential services and most staffing costs, operates with a large deficit. UNRWA emergency programmes and key projects, also operating with large deficits, are funded through separate funding portals.
UNRWA is a United Nations agency established by the General Assembly in 1949 and mandated to provide assistance and protection to some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip achieve their full human development potential, pending a just solution to their plight. UNRWA services encompass education, health care, relief and social services, camp infrastructure and improvement, and microfinance.
