الأونروا تضع حجر الأساس لأكبر مستودع إمدادات لها في قطاع غزة بتمويل كريم من المملكة العربية السعودية

في 25 أغسطس 2016، وضعت الأونروا أول حجر أساس لأكبر قاعدة ومستودع إمدادات في قطاع غزة، ونظم حفل التدشين بهذه المناسبة في موقع بناء المستودع في رفح جنوب قطاع غزة، وقد حضر الحفل مدير عمليات الأونروا في غزة السيد بو شاك، ومسؤول العلاقات الخارجية والمشاريع في الأونروا السيد منير مناع، ووزير الأشغال العامة والإسكان في حكومة التوافق الوطني الفلسطينية الدكتور مفيد الحساينة، إضافة إلى حضور عدد من كبار موظفي الأونروا وممثلين عن وكالات أممية ومسؤولين محليين فلسطينيين وممثلين عن المجتمع.
وقد أصبح البناء في مستودع الإمدادات ممكناً بفضل التبرع الكريم بقيمة 10 ملايين دولار من المملكة العربية السعودية عبر الصندوق السعودي للتنمية (SFD)، وسيخدم المشروع كمستودع الأونروا الرئيسي لتخزين المواد الغذائية والغير الغذائية الأساسية، كما سيدعم أيضاً عمليات التوزيع من خلال 12 مركز توزيع في مختلف أنحاء قطاع غزة للمستفيدين من مساعدات الأونروا، إضافة إلى ذلك، سيُستخدم مستودع الإمدادات كورشة عمل للصيانة ومحطة تزود بالوقود لعمليات الأونروا في المحافظات الجنوبية لقطاع غزة.
ومن المتوقع أن ينتهي البناء في مستودع الإمدادات في شهر سبتمبر 2017 وسيعمل بطاقم من حوالي 200 موظف من موظفي الأونروا من ضمنهم أشخاص سيعملون من خلال برنامج خلق فرص العمل.
وفي كلمته، أكد السيد بو شاك على أهمية المشروع وأعرب عن عرفان الأونروا للمملكة العربية السعودية، حيث قال: "خلال الأعوام الماضية، تمكنت الأونروا من تنفيذ وبناء العديد من المشاريع بما في ذلك مدارس ومشاريع إسكان ومراكز صحية، هذه المشاريع لم تكن لتحدث لولا الثقة والشراكة الموجودة بين الأونروا والمملكة العربية السعودية"، وأضاف: "إن دعمهم المقدم للاجئين الفلسطينيين من خلال الأونروا لهو جديرٌ بالثناء".
بدأ البناء والعمل في مستودع الإمدادات هذا الشهر وسيشمل على بناء مبنى المستودع بالإضافة إلى ساحة مفتوحة للحاويات/الكونتينرات، ومبنى إدارة مستودع الإمدادات ومحطة الوقود، كما أن لدى المشروع إمكانية لتوسعته في مرحلة لاحقة ليشمل على مبنى لورشة العمل ومركز توزيع ومبنى آخر للإدارة.
يعتبر بناء مستودع الإمدادات جزء من مشروع شامل تم توقيعه بين الأونروا والصندوق السعودي للتنمية في شهر مايو 2015 من أجل إعادة بناء وترميم وحدات سكنية وإنشاء مستودع الإمدادات ودعم قطاعي الصحة والتعليم في قطاع غزة وذلك بقيمة إجمالية 62 مليون دولار.
وحتى اليوم، ساهمت المملكة العربية السعودية بأكثر من 500 مليون دولار للأونروا، وخلال الأعوام الثلاثة الماضية، أصبحت المملكة ثالث أكبر داعم للأونروا، ومنذ عام 2005، أصبحت عضواً ذا قيمة في المجلس الاستشاري للأونروا والذي يُقدم المشورة والمساعدة للمفوض العام للأونروا أثناء تأديته مهامه الموكلة إليه.

تواجه الأونروا طلبا متزايدا على خدماتها بسبب زيادة عدد لاجئي فلسطين المسجلين ودرجة هشاشة الأوضاع التي يعيشونها وفقرهم المتفاقم. ويتم تمويل الأونروا بشكل كامل تقريبا من خلال التبرعات الطوعية فيما لم يقم الدعم المالي بمواكبة مستوى النمو في الاحتياجات. ونتيجة لذلك فإن الموازنة البرامجية للأونروا، والتي تعمل على دعم تقديم الخدمات الرئيسة، تعاني من عجز كبير يتوقع أن يصل في عام 2016 إلى 96.5 مليون دولار. وتدعو الأونروا كافة الدول الأعضاء بالعمل بشكل جماعي وببذل كافة الجهود الممكنة لتمويل موازنة الوكالة بالكامل. ويتم تمويل برامج الأونروا الطارئة والمشروعات الرئيسة، والتي تعاني أيضا من عجز كبير، عبر بوابات تمويل منفصلة.
تأسست الأونروا كوكالة تابعة للأمم المتحدة بقرار من الجمعية العامة في عام 1949، وتم تفويضها بتقديم المساعدة والحماية لحوالي خمسة ملايين لاجئ من فلسطين مسجلين لديها. وتقتضي مهمتها بتقديم المساعدة للاجئي فلسطين في الأردن ولبنان وسورية والضفة الغربية وقطاع غزة ليتمكنوا من تحقيق كامل إمكاناتهم في مجال التنمية البشرية وذلك إلى أن يتم التوصل لحل عادل ودائم لمحنتهم. وتشتمل خدمات الأونروا على التعليم والرعاية الصحية والإغاثة والخدمات الاجتماعية والبنية التحتية وتحسين المخيمات والإقراض الصغير.
UNRWA places the cornerstone for its biggest logistics base in Gaza; a project generously funded by the Kingdom of Saudi Arabia

On 25 August 2016 UNRWA placed the first corner stone of what will become its largest logistics base in the Gaza Strip. An inauguration ceremony was held to mark the occasion at the construction site in Rafah, southern Gaza. The ceremony was attended by the Director of UNRWA Operations in Gaza, Mr. Bo Schack, UNRWA Senior External Relations and Project Officer, Mr. Munir Mannah, the Palestinian National Coalition Government Minister of Public Works and Housing, Dr.Mufeed Al Hasayna, as well as other UNRWA senior staff, representatives of other UN agencies, local Palestinian officials and community representatives.
The construction of the logistics base is made possible through a generous donation of US$10 million from the Kingdom of Saudi Arabia through the Saudi Fund for Development (SFD). The base will serve as UNRWA's main warehouse for the storage of its basic food and non-food items. It will also support distribution activities through 12 Distribution Centres across Gaza for the Agency's beneficiaries. Further, the logistics base will be used as maintenance workshop and fuel station for UNRWA's operations in the southern governorates of Gaza.
The logistics base is expected to be completed in September 2017 and will operate with approximately 200 UNRWA personnel, including persons hired through the Job Creation Programme.
In his speech, Mr. Schack expressed the importance of the project as well as UNRWA's gratitude to the Kingdom of Saudi Arabia. "Over the past several years, UNRWA was able to construct many projects - including schools, housing projects, and health centres - would not have been possible without the trust and partnership that exists between UNRWA and Saudi Arabia," he said. "Their ongoing support to Palestine refugees in Gaza through UNRWA is commendable."
The works for the logistics base started this month and will include the construction of a warehouse compound, an open area container yard, the logistics base administration building and a fuel station. The project has the potential to be expanded at a later stage to include a workshop building, a distribution centre and another administration building.
The construction of the logistics base is part of a comprehensive project signed between UNRWA and SFD in May 2015 to rebuild and repair housing units, construct the logistics base and support the education and health sectors in Gaza with a contribution of a total of US$62 million.
As of to date, Saudi Arabia has contributed more than US $500 million to UNRWA. Over the past three years, the Kingdom has become the Agency's third largest donor. Since 2005, it has also been a valued member of the UNRWA Advisory Commission which advises and assists the Commissioner-General in carrying out the Agency's mandate.

UNRWA is confronted with an increased demand for services resulting from a growth in the number of registered Palestine refugees, the extent of their vulnerability and their deepening poverty. UNRWA is funded almost entirely by voluntary contributions and financial support has been outpaced by the growth in needs. As a result, the UNRWA Programme Budget, which supports the delivery of core essential services, operates with a large shortfall, projected for 2016 to stand at US$ 96.5 million.
