وسط ارتفاع معدلات البطالة: الأونروا توفر فرص للشباب

يعتبر قطاع غزة من أكثر أماكن العالم الذي يرتفع فيه معدلات البطالة وفقاً لما ذكره البنك الدولي،وبحسب المركز الفلسطيني للإحصاء،فقد انحدر معدل البطالة العام في قطاع غزة في الربع الرابع من العام 2015 إلى 38.4%،وبينما شكلت نسبة الانخفاض 4.3% مقارنة بالربع السابق -،فإن معدل البطالة يبقى في مستوى مرتفع وخصوصاً بين الشباب في قطاع غزة. وفي الربع الثالث من العام 2015 ومع معدل البطالة الذي يصل إلى حوالي 63% بين أوساط الشباب، وبنسبة 66.3% بين أوساط الشباب اللاجئين، كما أن الأعداد والنسب بين أوساط النساء أكثر قساوة في الربع الثالث لعام 2015، حيث ذكر المركز الفلسطيني للإحصاء أن المعدل أكثر من 84%.

 

وفي ظل مجتمع ممزق من الصراعات المتكررة والإنتشار الواسع للفقر، وتصاعد حالة الضعف وعدم الإستقرار السياسي في الأراضي الفلسطينية المحتلة، فإن البطالة بين أوساط الشباب من الممكن أن تزيد من حالة الإحباط والغضب والشعور بفقدان الأمل ومن الممكن أن تؤدي إلى حالة اليأس.

 

تساهم الأونروا في تخفيف هذا الآثار الإجتماعية والإقتصادية الصعبة من خلال تدخلات التوظيف المتنوعة، وبالتركيز على الشباب، تقدم الأونروا التدريب المبني على المهارات من خلال مراكزها للتدريب المهني في مدينة غزة ومدينة خانيونس من أجل زيادة فرصهم في سوق غزة الذي يتسم بالتنافسية العالية في التوظيف.

 

وتقدم الأونروا أيضاً فرص توظيف للشباب الموهوبين والمبدعين، يعمل أحمد العطار البالغ من العمر 23 عام منذ يناير 2016 ككاتب في مركز تأهيل المعاقين بصرياً التابع للأونروا في مدينة غزة، حيث يعتبر نفسه محظوظاً لتمكنه من المساعدة في إعالة أسرته من خلال وظيفة لدى الأونروا.

 

وقال بشيء من الفخر "منذ حصولي على هذه الوظيفة، أشعر أن عائلتي ازدادت ثقتها بي، لدي الآن مزيد من المسؤوليات تجاههم حيث أساهم في إعالة الأسرة".

 

وقد عانى أحمد في الماضي عندما تعرض لحادث وهو في الخامسة من عمره أدت إلي إعاقة تلازمه مدى الحياة، وقال أنه بعد الحادث فقد تقديره لذاته وثقته بنفسه.

 

يتذكر أحمد ذلك قائلاً "لقد شعرت أنني فاشل، ولم أكن محفزاً وشعرت باليأس، ولكن يوماً ما قررت أن أقف وأن أركز على التعليم وأن أمضي نحو أحلامي، وبالرغم من جميع الصعاب، فقد كانت أسرتي – خصوصاً إخوتي وأخواتي – ومعلمي في مدارس الأونروا مشجعين وداعمين لي".

 

بعد تخرجه من التخطيط التنموي من جامعة العلوم التطبيقية في غزة في شهر سبتمبر 2015، عمل أحمد في مركز إعادة تأهيل محلي في مدينة رفح جنوب قطاع غزة لمدة ثلاثة أشهر إلى أن حظي بفرصة العمل في الأونروا.

 

وقال أحمد " أعمل في مركز تأهيل المعاقين بصرياً ككاتب ومعظم مهامي مهام إدارية، ومع ذلك، منذ الصباح أذهب إلى العمل بنفس الباص الذي ينقل الطلاب المعاقين بصرياً إلى المركز هنا، حيث أقدم لهم ما يحتاجونه من مساعدة أو استشارة"، وأضاف أيضاً "أتمنى أن يحصل الشباب في قطاع غزة على نفس فرصة العمل وأن نعيش في جو من السلام والآمان، وأتمنى بالفعل أن يحصل الجميع على الفرص لتحقيق طموحات وآمال حياتهم".

 

معلومات عامة:

تواجه الأونروا طلبا متزايدا على خدماتها بسبب زيادة عدد لاجئي فلسطين المسجلين ودرجة هشاشة الأوضاع التي يعيشونها وفقرهم المتفاقم. ويتم تمويل الأونروا بشكل كامل تقريبا من خلال التبرعات الطوعية فيما لم يقم الدعم المالي بمواكبة مستوى النمو في الاحتياجات. ونتيجة لذلك فإن الموازنة البرامجية للأونروا، والتي تعمل على دعم تقديم الخدمات الرئيسة، تعاني من عجز كبير يتوقع أن يصل في عام 2016 إلى 81 مليون دولار. أما برامج الأونروا الطارئة والمشروعات الرئيسة، والتي تعاني أيضا من عجز كبير، فيتم تمويلها عبر بوابات تمويل منفصلة.

تأسست الأونروا كوكالة تابعة للأمم المتحدة بقرار من الجمعية العامة في عام 1949، وتم تفويضها بتقديم المساعدة والحماية لحوالي خمسة ملايين لاجئ من فلسطين مسجلين لديها. وتقتضي مهمتها بتقديم المساعدة للاجئي فلسطين في الأردن وسورية ولبنان وسورية والضفة الغربية وقطاع غزة ليتمكنوا من تحقيق كامل إمكاناتهم في مجال التنمية البشرية وذلك إلى أن يتم التوصل لحل عادل ودائم لمحنتهم. وتشتمل خدمات الأونروا على التعليم والرعاية الصحية والإغاثة والخدمات الاجتماعية والبنية التحتية وتحسين المخيمات والإقراض الصغير.

 

 

Amidst high unemployment rates, UNRWA provides opportunities for youths

The Gaza Strip has one of the highest unemployment rates world-wide, according to the World Bank. In the fourth quarter of 2015, the overall unemployment rate stood at 38.4 per cent, as reported by the Palestinian Central Bureau of Statistics (PCBS). While the rate declined by 4.3 percentage points compared to the previous quarter, joblessness remains high in Gaza, particularly amongst youth, with an average unemployment rate of almost 63 per cent and 66.3 per cent for refugee youth. The numbers are more dire for women: in the third quarter of 2015, the PCBS reports a rate of over 84 per cent.

 

Against the backdrop of a society already torn by repeated conflicts, wide-spread poverty, heightening vulnerability and political instability within the occupied Palestinian territory, youth unemployment can increase frustration, anger and feelings of hopelessness, and can lead to depression.

 

UNRWA contributes to mitigating the impact of these difficult socio-economic circumstances through various employment-related interventions. Focusing on youth in particular, the Agency provides skills-based training through its two vocational training centres in Gaza city and Khan Younis to increase the chances of youths in the highly-competitive Gaza job market.

 

UNRWA also provides regular employment opportunities for talented and motivated youths. 23-year old Ahmad Al Attar, who since January 2016 worked as a clerk in the UNRWA Rehabilitation Centre for Visually Impaired (RCVI) in Gaza city, considers himself lucky to be able to contribute to his family's household through a job with UNRWA. 

 

"Since I have this job, I feel my family trusts me more; I have now more responsibility towards them, as I contribute to the household," he said proudly. 

 

Ahmad struggled in the past. When he was only five years old, he suffered an accident resulting in a disability lasting for life. After the accident, he said, he lost his self-esteem and self-confidence.

 

"I felt like a loser; I was not motivated and felt depressed. But then one day I decided to stand up, focus on education and pursue my dreams, despite all odds. My family – especially my brothers and sisters – and UNRWA teachers were very supportive of me," Ahmed recalled.

 

After graduating in Development Planning from the University of Applied Sciences in Gaza in September 2015, Ahmad worked for a Community-Based Rehabilitation Centre in Rafah, southern Gaza, for three months, until he found an employment opportunity with UNRWA. 

 

"At RCVI, I work as a clerk and have mostly managerial and administrative tasks. However, in the morning I join the bus with all the visually impaired children coming to school here, and I help them and advise them as much as I can," Ahmad said, smiling. "I wish for the young people of Gaza to have the same opportunity, and to live in peace and safety; I hope they all also get a chance to follow their dreams in life."

 

Background Information

UNRWA is confronted with an increased demand for services resulting from a growth in the number of registered Palestine refugees, the extent of their vulnerability and their deepening poverty. UNRWA is funded almost entirely by voluntary contributions and financial support has been outpaced by the growth in needs. As a result, the UNRWA Programme Budget, which supports the delivery of core essential services, operates with a large shortfall,  projected for 2016 to stand at US$ 81 million. UNRWA emergency programmes and key projects, also operating with large shortfalls, are funded through separate funding portals.

UNRWA is a United Nations agency established by the General Assembly in 1949 and mandated to provide assistance and protection to some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip achieve their full human development potential, pending a just and lasting solution to their plight.
